Why do we need to keep iterating questions to get answers?
In this latest claim Penguin hasn't been updated since October, so no site hit by Penguin has escaped since at least October? Google said in the beginning that Penguin could be removed if site owners clean up their backlinks, but if they aren't running Penguin then they were less than honest. I'd love some clarity on this from +John Mueller

It's a valid point/question.
G have said they cannot make manual interventions on the automated algos like Panda and Penguin.
If they have not rolled out Penguin since – then that suggests the following;
1) No one could have recoverd
2) They can run it on a per-site basis
3) They implemented a manual method/practice since
